The controversy erupted after CCTV footage allegedly showed Prakash Surve, MLA from the Magathane constituency, confronting and manhandling a canteen staffer over what sources claim was a minor service delay during lunch hours on Monday. The video, now widely circulated on social media, shows Surve raising his voice and grabbing the employee by the collar in full public view, leading to panic among other staff members.
The worker, identified as Ganesh Kamble, later filed a formal complaint with the canteen administration, though no FIR had been registered as of Tuesday evening.
Fadnavis: “This Doesn’t Send the Right Message”
Speaking to reporters outside Mantralaya, Devendra Fadnavis said, “This kind of behaviour cannot be tolerated. It doesn’t send the right message to the public or to our supporters. We are in public service, and our conduct must reflect restraint and responsibility.”
He confirmed that he had spoken with Chief Minister Eknath Shinde and requested that appropriate action be considered, regardless of party affiliation. “We cannot differentiate when it comes to misconduct. The government’s image is at stake, and we have to act accordingly,” Fadnavis emphasized.
Sena’s Response and Political Dynamics
While Shiv Sena (Shinde faction) leaders initially appeared hesitant to comment, senior party functionary and Minister for Urban Development Uday Samant stated that an internal inquiry had been initiated. “If our MLA is found to have behaved inappropriately, there will be consequences. Our workers are expected to uphold discipline and humility,” he said.
However, opposition parties, including the Congress and Shiv Sena (UBT) led by Uddhav Thackeray, seized the opportunity to criticize the Mahayuti government. Former Chief Minister Ashok Chavan remarked, “When those in power begin to intimidate common workers, it shows a total loss of moral compass. The silence of the ruling coalition until now is deafening.”

Political analyst Dr. Sandeep Kulkarni believes this incident, while not immediately threatening the government’s stability, could erode the Mahayuti’s image ahead of crucial municipal polls.
“Fadnavis’ swift condemnation is strategic. He’s trying to maintain the BJP’s clean governance image while distancing from controversial allies. It’s a balancing act—calling out bad behaviour without breaking ranks,” Kulkarni said.
He further pointed out that such incidents, if repeated or left unchecked, “can deepen public mistrust and harm electoral prospects, especially in urban centers where voter sensitivity to governance ethics is high.”

Incidents like this raise larger questions about workplace safety and dignity in government institutions. According to Maharashtra Secretariat Employees Union president Rajesh Gaikwad, “Canteen staff and other support personnel are often overlooked in administrative frameworks. There must be a grievance redressal mechanism to protect them from such abuse.”
Gaikwad welcomed Fadnavis’ comments but added that “words must translate into action.” He also urged Vidhan Bhavan authorities to ensure that CCTV footage is preserved and the worker’s complaint formally acknowledged.
